Democrats vote to require insurers provide hearing aids for kids

House Democrats Vote to Require Coverage for Kids Who Need Hearing Aids
16 Republicans, including Republican Minority Leader, vote against measure
SALEM – House Democrats voted overwhelmingly to require health insurance coverage for kids who need hearing aids, passing HB 2589 today. In Oregon, it is estimated that 1,290 children have hearing needs that are not currently being met.
“Hearing aids greatly improve speech and learning for kids who need them,” said Representative Ben Cannon (D-Portland). “We should not doom needy children whose families cannot afford them.”
There is a close correlation between hearing and communication, as well as social and cognitive development. Non-disposable hearing aids typically cost between $1,000 and $2,500 each, with additional costs for batteries and ear molds. They typically need to be replaced every two-three years.
“This bill is about Oregonians like Parker McKnight,” said Cannon. “When Parker was four years old, he was diagnosed with hearing loss. His parents scrimped and saved to come up with the money for hearing aids for their son. This bill will help kids and parents in the same situation.”
The House Republican leadership has consistently stood up against insurance requirements. Sixteen Republicans, including the Republican Minority Leader, voted against HB 2589. Some insurance requirements currently on the books include coverage related to Autism, pregnancy, newborns and screenings for breast and prostate cancer.
“I cannot understand those who scoff at requirements like these. If insurance companies were acting in the public interest, we would not have to pass legislation like this,” said Representative Chris Edwards (D-Eugene).
HB 2589 now moves to the Senate.
