The U.S Capitol in July 2023. Oregon's open 3rd District seat in the U.S. House has drawn 10 candidates hoping to succeed Democrat Earl Blumenauer, who is retiring after 28 years. Three first-term representatives from Oregon also face their initial re-election tests, and the two other incumbents face primary and general election challengers.

Ten candidates — seven Democrats and three Republicans — ending up filing in the May 21 primary for the 3rd District seat in the U.S. House that Democrat Earl Blumenauer is vacating after 28 years.

Given that nearly two-thirds of Multnomah County voters are within the district, which also covers Hood River County and part of Clackamas County, the winner of the Democratic nomination is favored in the Nov. 5 general election.
