It looks like residents of North Plains will be weighing in on the city's urban growth boundary expansion after all: A Washington County judge issued a temporary restraining order barring the city from taking the referendum off the ballot March 20.

Well, that didn’t last long.

The day Gov. Tina Kotek signed a bill that effectively ended the pursuit of a voter referendum on North Plains’ urban growth boundary expansion, opponents pushed back in court — and, at least temporarily, won.
