Cylvia Hayes scandal: John Kitzhaber calls Friday press conference to answer questions

Gov. John Kitzhaber will hold a press conference in Portland on Friday morning to answer questions regarding his fiancee, Cylvia Hayes.

A new round of questions surfaced Wednesday regarding Hayes' public and private roles after the first lady confirmed she collected $118,000 for consulting on clean economy issues during the first two years of Kitzhaber's third term.

Along with the title of first lady, Hayes referred to herself as Kitzhaber's clean energy and economic development adviser. She also served as chief executive officer of the consulting firm she founded, 3E Strategies.

Hayes confirmed via email to the EO Media Group/Pamplin Media Group that the Clean Economy Development Center based in Washington, D.C., paid her $30,000 in 2011 and $88,000 in 2012.

The center, which no longer holds nonprofit status, worked to push green energy policies nationwide. The fellowship was funded in part through Energy Foundation, a San Francisco-based group that promotes renewable energy and energy efficiency.

The governor's office did not return repeated phone calls, emails or texts on Wednesday seeking answers to questions about Hayes' fellowship. Two lawyers representing Kitzhaber and Hayes before the Oregon Government Ethics Commission also did not respond to emails seeking comment.

Several questions remain unanswered, such as why Kitzhaber did not note the income from Hayes' Clean Economy Development Center on his state ethics disclosure form in 2012. And, whether Kitzhaber required Hayes to disclose the fellowship to his office, as the governor  said he had on several of Hayes' other contracts.

It's also unclear why Hayes did not note the $88,000 in her 1040 filing to the Internal Revenue Service that year. She noted no salary or wages in 2012, listing her "business income" from her Schedule C as $27,361.
