Springfield to weigh potential camping ban changes; Lane County studies possible name change
Here’s a roundup of what local elected leaders will talk about during public meetings this week.
Eugene City Council
To watch: Meetings stream online at bit.ly/Eugene-meetings and broadcast on Comcast channel 21.

To attend: Council meetings are held in the Mary Spilde Center at 101 W 10th Ave. The meeting at 7:30 p.m. Monday will have an option for in-person attendance.
To comment: When there's a public forum or public hearing, there will be an option to join the meeting for those not attending in person. People who call in also can comment. There are instructions given for speaking during the meeting.
WORK SESSION
When: 5:30 p.m. Monday
What: Councilors will discuss a proposed plan for public engagement on building electrification and decarbonization.

REGULAR MEETING
When: 7:30 p.m. Monday
What: Councilors will report on committee actions and other items of interest before considering a consent calendar including minutes, the tentative working agenda for future meetings and a resolution authorizing budgeting for two years at a time.
The council then will hold a public forum.
Councilors also will vote on four resolutions and ordinances:
- A resolution authorizing biennial (two-year) budgeting for the Urban Renewal Agency
- An ordinance that would amend city code about interfering with police officers to comply with changes to state law
- An ordinance extending the franchise agreement with Comcast
- An ordinance amending city code to put in place clear and objective approval criteria for housing

When: Noon Wednesday
What: Councilors will get an update on strategic planning.

Springfield City Council

WORK SESSION
When: 5:30 p.m. Monday
What: The city attorney will give councilors an update on needed changes to city code banning camping in public spaces to comply with federal court decisions and changes to state law.
Councilors also will get an update on a project to clarify the comprehensive plan map.
They'll then continue a discussion about parking requirements under Climate Friendly and Equitable Communities rules from the state.

SPRINGFIELD ECONOMIC DEVELOPMENT AGENCY BOARD
The SEDA board comprises city council, the mayor and the Lane County commissioner representing Springfield.
When: 7 p.m. Monday
What: After opening the meeting, board members will listen and respond to public comment.
They'll then vote on a resolution that would authorize the city manager to award contracts that would normally require board approval during the break for winter recess.

Lane County Board of Commissioners
To watch: County meetings stream at bit.ly/LaneCounty-meetings.
To attend: Board of Commissioners meetings begin at 9 a.m. in Harris Hall, located at 125 E 8th Ave., unless otherwise noted. Doors to Harris Hall open at 8:45 a.m.
To comment: When there's a chance to comment, people must register for the meeting to do so virtually. After registering, people will get information for how to attend.
Those who go to the meeting in person should sign up on the sign-in sheet located by the entry door.
There will be instructions during the meeting for speaking during public hearings and making public comment.
People also can email diana.jones@lanecountyor.gov with public comment by noon Monday. The subject line should include "PUBLIC COMMENT FOR MEETING DATE 11/29/2022."
MORNING SESSION
When: 9 a.m. Tuesday
What: Commissioners will listen and respond to public comment before considering a consent calendar that includes contracts and the acceptance of $8.3 million in federal funding.
They'll also get an update on progress toward updating the comprehensive plan for Willamalane Park and Recreation District. That discussion will start at 10 a.m.
The board then will get a report back on a legal analysis of what it would take to rename Lane County.

AFTERNOON SESSION
When: 1:30 p.m. Tuesday
What: The board will hold a public hearing on an ordinance to extend a franchise agreement with Comcast. The agreement allows the cable company to use county rights of way for infrastructure.
Commissioners also will vote on an order that would authorize the use of county funds to construct a wildfire evacuation route between Laughlin Road and Sarvis Berry Lane southwest of Eugene.
