A violent attack along the Oregon coast is turning into an international incident between Oregon and Japan.

The Japanese consulate in Portland says back in April a prisoner escaped from a work crew in Tillamook County.

He allegedly attacked two Japanese women, severely beating them with a stick and stealing their car.

The women were seriously hurt, and one is still in the hospital because of how bad her head injuries were.

The Japanese government sent Gov. Kate Brown a letter asking how the prisoner was allowed to escape and saying the incident will impact how the country thinks about safety in Oregon, adding that about 9,000 Japanese people reside in the state.

The governor's office says it is reviewing what went wrong.
